J. Todd Inman, senior director in the Office of the Executive Chairman at APCO Worldwide, previously served as the chief of staff of the U.S. Department of Transportation, where he led over 55,000 employees and 20,000 contractors. He has also held the position of Deputy Chief of Staff and Director of Operations.
During his tenure at the U.S. Department of Transportation, the agency worked extensively on hours of service rulemaking, autonomous vehicle regulation, commercial space rulemaking, and regulatory reform. Additionally, he co-authored the “Return to Normal Operations” plan during COVID-19 for the agency and ensured America’s transportation system continued operation during the pandemic.
He has extensive knowledge of the regulatory framework for all modes of transportation including commercial space, commercial vehicles, unmanned aerial systems and autonomous vehicles
As chief of staff, Mr. Inman managed modal leadership from the Federal Aviation Administration, Federal Highway Administration, National Highway Transportation Administration, Federal Railroad Administration, Pipelines and Hazardous Materials Administration, Federal Transit Administration, Maritime Administration, Federal Motor Carrier Safety Administration, and Saint Lawrence Seaway Administration.
His most recent position was the. Secretary of Management for the State of Florida, a position the Florida Senate unanimously confirmed him. In this role he was responsible for 1,000 employees with a $1.2 billion dollar budget that managed over $25 billion State of Florida transactions including the Florida Retirement System, Real Estate Division, State Group Health Insurance, along with cyber defense and IT policy.
